Graduated from Riga Technical University with a Bachelor of Science degree in Engineering (Automation of Production Processes), later obtained a Master’s Degree in Business Administration and a PhD.oec.cand. Business Administration and Economics at Dalhousie University in Canada, Civil Service College in London, UNDP Global Center for Public Service Excellence in Singapore. Mr. Vilks has more than 20 years of experience in management in the areas of economic policy, development planning, business management and market research. During his career he has led the Competition Council of the Republic of Latvia for two terms, developing and implementing competition policy in Latvia, working for the Ministry of Economics and the Ministry of Environmental Protection and Regional Development for sectoral policy development. As head of the Cross-Border Coordination Center, he has led the reform of the governance of fulfilling the obligations required for Latvia’s membership in the OECD. Under his leadership, the Cross-Border Coordination Center is currently developing the Latvian National Development Plan for year 2021-2027.
